With limited resources to address vacant and abandoned houses, how can CDCs make more strategic investments in fighting blight? Frayser Community Development Corporation has tested a new approach - targeting lawsuits and rehabs in a smaller geography with the hope that proximity and a multiplier effect will stabilize and even raise surrounding property values.
